THE CENTRE'S ACHIEVEMENTS

Our team has acquired a wide range of skills and knowledge about best practices in resource governance over the last seven years. We are committed to building stakeholder capabilities, sharing our eperiences and providing information and solutions to our clientele in East Africa's Extractive industries.

 

CIVIL SOCIETY ENGAGEMENTS

Our target audiences and partners in realising and achieving our not-for-profit mission and vision include: departmental government technocrats at state and regional level; state and regional legislators; National human rights institutions and other CSOs promoting a rights based approach to the extractives governance and management; local and international private sector enterprises in the extractive industries sector; local and international civil society institutions promoting and advocating for transparency, accountability, inclusive fiscal economic policies and regulatory regimes; local and international media reporting on the extractive industries; domestic, regional and international researchers sharing practical information with stakeholders and local host communities grappling with the positive and negative externalities associated with the exploitation and development of the extractive industries. Some of the beneficiaries of services are:

 

  • United Nations Human Rights Office of the High Commissioner,

  • Uganda Human Rights Commission (UHRC),

  • Some members of the Civil Society Coalition on Oil (CSCO),

  • Action Aid - Uganda.

  • Civic Response on Environment and Development (CRED)

 

CONSULTANCY WORK

Our team is at the forefront of local content skills development for the extractive industries human resource in Uganda. To bridge the existing human resource skills shortage for the oil and gas sector in Uganda, Africa Centre for Energy and Mineral Policy has initiated collaborations with the leading Public University in Uganda, Makerere University to design and facilitate tailor-made certificate courses for professionals in the country. We are also facilitating and being consulted by Makerere University Business School (MUBS) and Victoria University to develop bachelors degrees, post graduate diplomas and masters degrees in Oil and Gas, Mining and Natural Resource Management.

Don holds a MSc.Mineral & Energy Economics from Curtin University-Western Australia, A honours degree in Law from MUK. He has over 6 years working experience in the Extractive Industries advocacy work.  He cordinates all the institutions civil society work and engagements. He is the contact person for both our NGO Work and Consultancy activities.

 
DRAKE KYALIMPA. PhD
           Director of Training & Research 

 

 

Dr. Drake is one of the leading Energy and Mineral Policy Consultants in East Africa. Dr. Drake is an experienced economist and policy researcher and has a wide range of applied quantitative economic/econometric modeling skills.  He heads our Training and Research Program.

Mumbi holds a Hours degree in Law from MUK, a Diploma in Legal Practice from Kenya Law School (KLS), A Diploma Part 1 Institute of Legal Executives (ILEX) from University of London. She brings a wealth of experience and passion for Socio-economic justice in East Africa's resource sector. 

 
ROBERT BYARUHANGA

DIRECTOR NATURAL RESOURCE MANAGEMENT

 

Robert holds a Master of Oil and Gas Management from the University of Coventry, Westmidlands, United Kingdom. He holds a Bachelor of environment Management from Makerere University. He is a certified oil and gas safety, health and Environment (HSE) practitioner. 

 
ANDREW OTIM

AG. Chief Accountant

 

Andrew is an experienced international Accountant. He holds a Masters in Accounting and Finance from Edith Cowan University- Perth, Western Australia and a Bachelor of Economics and Management degree from Makerere University. His area of expertise include business analysis, forecast and cost management. 

PAUL KIGGALA

AG. Head of Mineral Policy 

Paul holds a BSc in Industrial Chemistry from MUK. He has previously worked with at Kilembe Mines. He has over 10 years of experience in mineral research and analysis. Previously, he headed the Ceramics department at Uganda Industrial Research Insitute (UIRI).

REBECCA KABOROZI

Extractives Industries OSH Field Inspector

 

Rebecca holds a Bachelors Degree in Environmental Management (Hons-MUK) spcialising in HSE.  Her work involves implementation of S.41(1) and   119 (1) of the Occupational Safety and Health Act, 2006. She enforces statutory compliance by the Mining, Oil and Gas, Forestry and Fisheries industries in Uganda.
